That was actually very noble of the police. Since it was in China, the police officer could've probably just ran away and gotten away with it.Kudos to the officer for being honest.
First of all it's not in China...Second of all what exactly did he do that was noble? All he did was tell the guy in the car he ran over the victim's foot, twice.
